Create Simple Web app - tracking magnetic card reader

Hi I would like a simple web app creating which links to a USB magnetic card reader.

I would use precoded cards - so I want to be able to load on that card 25 is assigned to Tony the staff member for example. Then when Tony gives the card out to a customer he can then assign that card 25 is assigned to joe bloggs customer.

Then when the customer comes into the shop I would like to be able to swipe the card and mark it as received - in which case a statistic goes up - saying "cards redeemed this month = 1) and have it time logged.

I should be able to log into this online.
