Create responsive web based newsletter template

I have written all the content and wireframed the structure for a web-based newsletter but I don't have time to create it before the deadline - have too many projects on the go at the moment! So I'm looking for somebody who can design and create the template for me. It is just one page and will take a pro no time at all.

Very important requirements:
- It must be highly accessible - WCAG 2 level AA as a minimum
- It must be responsive - the newsletter is for the staff of a company who have a desktops, laptops, ipads, and phones as company equipment so it must work well with all.
