Create file folders to match a list of codes and descriptions

we are upgrading our HR program and am looking for 34 pages of codes that need to have an electronic file folder created for each item.

This is the first step in changing our program and need to convert and create the whole process. I think this should only take a couple hours but don't know.

The deliverable is that we will have a list of file folders that match the code and description of the list provided. I would expect it to be done in one day or so.
