Create an App for mobile phone

I have already designed my app. Now I want it built and I also need advice about getting it on the market.

The app would need to be interactive per person. The user would need to input figures into the app and be prompted by the app when they reached a certain level to move onto a different screen. This is not a normal website design that anyone can do by dragging and dropping items into a ready made system. I am looking for someone with knowledge of how to make a simple game app.

I will provide design and all instructions on how the game is to be played.
