Create a vector image

I have two jpegs and I would like a new image to be created using these jpegs as an idea.

I would like a vector image to be created based upon two images I have. Two doves holding a ribbon in a heart shape with some detailing/vine pattern in the background or entwined around the ribbon.

I must be able to change the colours of the finished image easily (i.e. no patchy colour as with compressed jpeg images etc) and must be able to use the image to print on small cards and up to A3 with NO pixelation or distortion..... so probably a vector image.

I would like the winning designer to be able to communicate with me about the requirements and must be willing to make revisions/changes along the way. After the final image is accepted after any necessary revisions and paid for, there will be no ongoing support needed.
