Create a profesional Wordpress site design

I need a professionally designed, yet customised Wordpress site. I need a dedicated worker to build a fully responsive Wordpress website for my Christian organisation. I need this in maximum 3 weeks. I already got the design files and instructions ready in a pdf document and all I want is a designer who will code my ideas into reality. The website is pretty customised with lots of features.

Considering the work load, a Christian and anybody with a heart for the word of God can bid since I need dedicated people. Religion doesn't matter though, it's just a plus.
