Create 2 separate Windows 7 desktop backgrounds

Create 2 separate Windows 7 desktop backgrounds using an existing logo we already have (GIF) size 297x393. The Desktop will be used in a Fire Department Headquarters setting. Desktop background must be more than just placing a image on an existing desktop. Please provide examples of any past work you have done.

UPDATE:
Some have asked to see the graphic to be used so I have attached it. My idea is to have it on a Gradient Color Background using a Red to Dark color as on this website http://acfd.org/ and a Blue to Dark color. I can do this myself in a few minutes so I was hoping someone has an idea using these colors and graphic that would enhance the visual effect.
