Convert Simple PHP Script to ASP.net

My client has a simple PHP file which they'd like to convert to ASP.net to connect to a MS SQL database.

I need to check preference in terms of VB or C# and I'll confirm this on Monday.

File is attached for reference.

Please advise when you'd expect to complete the work by as part of the bid. Also if you have a recommendation on whether VB or C# would be the better approach I'd appreciate hearing it along with a reason.
