Consultant for PHP/MySQL

I need a database website (PHP/MySQL) developed. Before I hire a developer, I want to have an advisor to consult, to help me make prudent evaluations, decisions, and to advise on the design concept from a programmer’s perspective. I have a detailed outline and illustrations. I can host web conferences to communicate these visually (using my Webex account). I am looking for a consultant who will work on an hourly rate. I realize everyone would prefer the development job, but I need a professional who will advise me in that, at this point. Anyone interested, please respond for details.
