Coding developer/designer needed

Software and coding requirements:

I want a solution that allows me to re-use the back-bone of the software for each idea that I have.
If for instance I want to allow customers to sell boats in Spokane, Washington, then I will want to easily modify the software, and use spokaneboatsforsale.com. If I want to sell amps, I can load in every model and make of guitar amps, modify it, and use amps.com, and if I want to sell help consumers sell couches locally, then we can do that as well.
I want a solution that provides for that. I understand that each one will have to be changed a little, colors, font, logo, coding…as I see fit.
I also want to be able to decorate seasonally the tops of each one. For instance, youmint.com has the Santa image right now, and occasionally Google will put snow, etc…depending on the season of the year. I want this option.
Let’s first start with the amplifier site.
I want to be able to import data as well into this site, and for each other website we create using the same back-bone.
I want to have a solution to where consumers can buy and sell guitar amps.
If you’re a seller, I want to import every make and model, so it has an eBay like ability with drop downs so the customer when placing an amp for sale uses a drop down menu and it’s really easy for him.
Right now the site will be free, but eventually, and keep this in mind, I will want the consumer to have two options:

For right now however, I want it free. As of now, when they are searching, I want them to see simple options at first:

1. Acoustic Guitar amps
2. Electric guitar amps
3. Bass Guitar amps
Say he picks electric guitar amps. There is a home page for electric guitar amps. I want a menu on the left where consumers can search, just like boats.com, or similar sites.
At the top of the homepage, I want a good search bar like istock photo, that picks up misspells as well
We need to have every make, model, and year. We also need to have small boxes for each model that requires it that say:
Solid state Tube
Here is a complete list of manufacturers; each one then in turn has a sub drop down which is the make, and then the year.

So what I want to see is kind of like this. I do not know how to edit this, so what I did was copy it off of boats.com and edit it. It needs changes, like another circle after Bass:

• Price (USD) to
• Make/Brand then this will be a drop down, until they see the make and model for that year.
• Zipcode, Search 25, 50, 75, 100 miles from (box)
I love the above for an easy buyers search. If you are selling, here is my idea for the back-end

Great colors. I want the font, colors, etc just like that. Look how sharp and professional that looks.
So I want a simple classified solution where consumers come to the site, they see the last three amps that consumers have placed for sale in the center of the homepage, and they see a good design, they then see two options below:
Sellers!
1. Create an account
2. Place your amp for sale
3. Deal with Buyers

Buyers!
1. Browse Amps by make, model and year!
2. Contact buyers directly

So when they come to the site, they can browse, etc, and look around and make contact with Sellers. However to sell, they are immediately required to sign into guitarampsforsale.com and create an account. I like the way Istock does it. Go there and look and then when you want to buy a photo, the site forces you to pops up a new page. I don’t want a pop up, but have it go to a new page, where they sign up.
I like the whole Ebay sign up process, where you put name, address, email, phone, verify email twice, create a password, etc.
