Code (Some design) a 2-5 page website template for IE7 - not from PSD

Background:
We are a Software House launching a new web application. We are developing the functional back end site but need assistance with the HTML template look and feel for the site.

Requirement:
We have started an outline framework for a site which we are coding. We have the logo. The site must run on ie7 and above. There will be some design input for buttons and simple graphics to follow the already created logo.

*NO PHP or WORDPRESS at this stage thank you due to the target audience. The site has to work perfectly in Internet Explorer 7.

Timings:
Hours/Days

Deliverables:
HTML, CSS, JavaScript (JQuery based) as a site template. No Hosting is required. No CMS is required at this point.

Additional:
- Demonstrated experience of SEO work make also be included. Along with input on design etc.
- Making the site compatible across browsers and devices would be advantageous.

Process:
1. Appointed person provides back possible look and feel based on our framework and logo.
2. Choosen look and feel coded into HTML/CSS and JavaScript (JQuery if possible)
3. HTML tested against target IE7 browser (We have a test lab here)
4. SEO strategy discussed
5. Our development team take HTML Template and implement into our solution.

Please ensure you are OK working to IE7 as a base brower.
