Code a holding page from TF Photo shop file template

I have a customer who want's a holding page for a new business.

Cusomer has chosen a Themeforrest holding/marketing page and picked his template. We need the page coded and loading on to his server – My designer is going to do the design work on the psd file and converse with the wed developer chosen to do this work.

This is not a bit job but we are looking for someone to do more of the development work as we sell the Themeforrest templates to our customers. Local reliable preferred but not essential.
