Change coloumns in excel sheets

To Create a system where I can import an excel file with a range of column headers in row 1 and then export the same file and data with the column headers in a different order.
For example in the address we currently have Address line 1 postcode, unique ID and we want uniquieID, Address 1, address 2, address 3 and then postcode.
The excel files will need to be exported in .xlsx
EG: I have a file with the headers A, B,C,D,E and I want to import that and export it in the order C,F,D,A,C,E,Z,X,Y . Where the row 1 headers are not in the sheet to begging with the header is placed and the row data is blank.

All the data is in sheet 1 and the file name must be changeable in this conversion process.
There is more work on similar projects if this is done well and we are looking at getting this done quickly.

We have about 50 excel sheets and they have a fair number of initial column orders.

The headers of the output files and input files are changing and that is why I need a system of being able to match up one with the other, There is no unified Schema.
