Change a jpeg into a PNG

We need a logo design/ brand converted into a layered and scalable vector graphic before Monday. If you can just do the work, send me a low-res screenshot of the completed work . We've basically sponsored Cheltenham horse races, but our brand is nowhere near ready as you can tell. All we have is this jpeg draft design that I've been sending around to brand development agencies. The goal is to get the logo scalable without distorting (e.g PNG). It's an urgent job so ASAP. If you feel there are design issues with our draft, please feel free to make alternative design proposals afterwards and we may consider you for brand development .
