Mobile Phone Device Replacement Project (Project Management)

I need a Project Manager who has knowledge and/or experience of 'Mobile Phone or Laptop Device Replacement/Rollout Project ' in Project Management. Following the rise of remote working and use of Microsoft Teams Telephony for making calls, messaging, meetings etc, we are trying to reduce the number of mobile phones previously given to staff and need to ask them to return it. They are only allowed to keep them they really need it for their jobs. I need a Project Manager to help me write the business approach, project plan, communications etc for this project.
