Jira software Admin / work flow and proccing management

Hi dear
We are logistics services provider company and we have more then 1000 employees who haveing daily hi HR and administration tasks also finance complaints or request. I want to control and sort out the workflow and management.
I'm looking for Jira software admin in order to develop my organisation team using of jira and also to develop the format what it can be use to greate the issues in jira and the timeline. He should have a very high experience in this app and in the administration and workflow management and I'm agree if the the applicant for this task proposes another work system that includes the use of applications other than Jira. Pls note that I'm using G suite for my organisation Email.
This is long business relationship as I think we will design a system to work and then we will modify it or make a result of it needs so the price can be on monthly basis. So The offer must be appropriate.
