I need a professional database using Access 2010

Description of Business Development: I would like to setup a restaurant rating and review database using Access 2010. The main areas to have are: establishment information (name, address, etc.), amenities available (reservation, take out, parking, etc.), cuisine (French, Mexican, Mediterranean, etc.), areas rated (cleanliness, food, service, etc.), recommendation (will not be back, will not recommend, would recommend, etc.), and rating scale (0 being extremely poor, and 4 being outstanding).
I would like to be able to show establishment rating by combination to include establishment, zip code, neighborhood, city, state, cuisine, etc. Also, I would like to be able to do the same for establishment to include items such as name, address, price level, amenities, rating, etc. This project and all content (entered information) will eventually be on a website so that should be taken into account.
If you could please provide me with approximate fee for your service, how long will the execution take, and how will end product be delivered to me considering I reside in Mexico.
