Create html code from image or pdf

I have a designer who creates me a newsletter.

I require that newsletter converted into code so I can embed it within an email sent from my dental software email account.

So when a client opens my email no matter what type of email provider they are using example Outlook Hotmail Gmail old or new clients can automatically see the entire newsletter without having to download.

I have attached an example of the newsletter

This is a re occurring job. Every 3 months.
