UK Legal Advice — ICPC & Non-Conviction Disclosure

Project Description:
I am seeking an experienced UK solicitor or legal professional with specific knowledge of the following areas:

International Child Protection Certificates (ICPC) issued by ACRO
Part 2 non-conviction disclosure decisions made by the NCA
The legal threshold for disclosure of locally held police intelligence on child-facing certificates
The College of Policing Quality Assurance Framework (QAF) as it applies to disclosure decisions
Relevance and proportionality tests under the R (AR) v Chief Constable of Greater Manchester Police [2018] framework

What I need:
A focused consultation covering:

The realistic likelihood of non-conviction NFA information being disclosed on Part 2 of an ICPC for a child-facing teaching role
Whether a pre-emptive Article 21 UK GDPR objection to a local force strengthens a subsequent disclosure challenge
Whether representations can be made to ACRO or the NCA before a certificate is printed
The merits and process of pursuing local police record deletion before submitting an ICPC application


Ideal candidate:

Qualified UK solicitor with hands-on experience in DBS, ICPC or police record disclosure matters
Familiar with ACRO's disclosure process and the NCA's Part 2 safeguarding assessment
Experience advising professionals in child-facing regulated roles
Able to provide a written advice note following consultation
