Penalty/Fine from Home Office- COVID19 Travel Package breach

Need help in Case of Penalty/Fine from Home Office about COVID-19 Travel Package breach from a Red list country.

After 3 months holidays, wife and me travelled from Pakistan on 28/02/2021, During that the COVID penalty package started in the UK on 14/02/2021 in our absence, We had no access to TV or internet in that third world country so we were not aware of any law changes in the UK.

Our ticket was already booked before the law changed in the UK, so the Travel agent didn't tell us about the changes.

Also, the flight (Etihad Airline) didn't tell us either. because it was new and strange law so no one was aware properly how it works, We were only aware the CPR (Negative COVID Test certificate) which we had done.

We travelled from Pakistan (Green List Country) to the UK (Manchester Airport) visa Abu Dhabi (Red List country) to Dublin-Ireland (Green List country).
We visited the Dublin city and same day travelled to the UK (Manchester Airport).

At Manchester airport, the UKBA shocked us with surprises that the new law is in place since last two weeks and you committed the crimes by not booking the COVID packages in advance, like:

Landing at Manchester Airport instead of Birmingham Airport.

Not submitting Passenger Locator Form

Not booking Hotel in advance for 10 days for Quarantine.

Negative COVID Test certificate. (We had provided that).

We were not aware of all these changes as being away since last 3 months. and my wife arrived first time in the UK from a non-English country.

The Law:

- Reasonable excuse:
The law says you are not doing anything wrong if you have a reasonable excuse for not following the directions

- Exceptional circumstances:
That means there was something very unusual or special about what happened or you have special circumstances that meant you could not understand or follow the directions.
