Legal advice on charging order and appeal

i was the claimant in a neighbour dispute wherein the defendant caused damage to my garden wall and took out an entire section of another wall. the wall is a party wall and i own it (from title and confirmed after hearing by a chartered surveyor)

because of lack of evidence case was dismissed and costs awarded against me. the value of my claim was around £700 and costs against me were awarded for £1095!!!

i have appealed the decision but the court 'lost' the paperwork and i've just been served with a charging order

i am looking to achieve

a) permission to appeal
b) set aside charging order
