Immigration advisor wanted

Hi I'm looking to hire an immigration advisor to make sense of what I need to do

I'm looking to set up my own care agency an want to be able to hire foreign staff from kenya an uganda

Now in the press in the uk its talking about changes but I can't work out what salary must be paid

We i think currently is £20,000 for a care worker as it mentions £38700 then says you can earn less
