Addressing antisocial behaviour - landlord correspondence

I would need help dealing with the neighbour's antisocial behaviour. I've been having several issues in the past, but I haven't taken the action yet. I would like to resolve the problem legally with the property owner and the relevant authorities. The tenant are unemployed individuals taking universal credit. They damaged to my car, smoking weed, and causing violence. Enough was enough, and I would like to deal with the nuisance.

My goal is to contact relevant parties to step in and take action. I think we should contact the property owner, local authorities, the police and perhaps the universal credit. I don't have any experience with this, would you be able to advice and send appropriate letters to 3rd parties on my behalf?
