Full SEO and Content Review

I'm looking to optimise a website, www.elitewriting.co.uk which is not even ranking at the moment. I'm hoping to receive a fixed fee quote to get the site ranking nationally although I know this may be difficult as the site is in a particularly competitive area.

Specifically I am looking for someone who can;

Conduct keyword research and the offer the best suggestions as to what keywords will be most suitable
Review the content
Undertake white hat onsite and offsite SEO
Significantly increase the rankings of the site as quickly as possible although I do understand that good SEO takes time.

At this time I'm not looking for a website audit rather a full SEO strategy to be developed and then implemented.

Not really looking for any monthly SEO services at this stage just a one off SEO service to get the site ranking as high as possible.
