Mpaonline website fixes

I have created a website in Magento 1.9.3. - https://mpaonline.co.uk - and I needed very good Magento developer to fulfil the following:

1. I have 10 different domain names for different countries i.e. mpaonline.de for German etc. I was told to create a website, store and store view for each domain, which I did and I found out afterwards that it was incorrect and I will need to just create store views, which runs a central database and a single Magento backend but have a drop down for different countries and have each country point to a different domain

2. I would to minify all my CSS and JS files

3. Add a robot.txt file

4. Move all the inline CSS rules into an external file

5. Compress my HTML files

6. Within my index management section in the backend of Magento, the 'Catalog URL Rewrites' always says 'Processing'. Whenever I select 'Reindex Data' it times out, please see attached print screen. What seems to be the issue as it was working before?
