I need a Civil Engineer familiar with planning and based in UK

I have submitted some plans with my local planning office to knock down my house and construct 5 dwellings as I have a lot of space. My neighbors are concerned with the speed of traffic and I wonder if someone with civil engineering can present a solution to the problem. Though the department of infrastructure/transport seems fine with the plans, the planning office is concerned with one recurring comment from my neighbors about traffic speed and parking space. My immediate thought would be to introduce a mini-roundabout and i would like some comments on this as well; in addition to any other suggestions.
