Consultant with knowledge of the Lithuanian language

We need a person who knows Lithuanian language, preferably with a law education (but not necessarily). We need him to provide links to local legislation in the form of:
1. What document regulates the subordinated loan (registration, the need for registration) of the founder to the financial company (not a bank, not a licensed activity)
2. What document regulates the use of a simple electronic signature (loan agreement between legal entities, surety of an individual)
3. Legislative act with a list of licensed activities for financial organizations (according to the law on financial institutions IX-1068)
