Advice for a prepaid card buy

I am looking for someone that can advise me on where in the world I can buy a visa or mastercard prepaid card or gift card from a physical store. The type of the card must meet the following prerequisites:

1. It must give me the ability to buy it by cash without giving the seller my personal details. That means that it must give me the ability to buy it without it being connected to any name or address after the buy.
2. It must give me the ability to use it internationally and for any type of good or service. That means that when I am in any country in Europe for example and I connect to the internet from there, I must be able to use the card to buy a good or a service from a website of any firm that is based in another European country or in Australia for example.
