Virtual Assistant to find illustrators and production services

I'm looking for a virtual assistant to find illustrators and production services. You must be able to explain clearly what's needed (I'll provide a brief) over the phone or email, and then qualify potential suppliers -- some are probably here on PPH; for others you'll need to search the Web. Deadlines are important ahead of a client's website launch date, so you'll need to be responsive to email and available by phone occasionally -- a quick phone call can save hours of trying to explain in email. We need two such suppliers initially, so the job is divided into 2 parts, at Euros 30 each for a total of Euros 60. I'd like a shortlist of 3 potential suppliers in each category.

Please only respond if you are a proficient English speaker located in a European time zone, Western or Eastern. NB, the suppliers themselves do not have to be located in Europe, they can be anywhere.
