Some excel development

I need someone who can build a very simple macro or formulae into excel to help with some planning.
There are 10 projects running which result in work moving between teams. I want to be able to select a project, input what week I would like to start it on and the impact to the teams to be shown instantly.
I want to be able to amend this myself but certain elements I want to be able to be changed manually by various users so it can not be hard coded throughout

I have attached a template to help explain
- Week starting in red - I want to be manually inputted by the user (dates are examples). This will update the below table with the new numbers
- FTE impacted - As above I want this to be manually inputted by the user. It will work with the above header so the below table knows how much to change by from which week
- From and To - I want to be able to change this but the user using the spreadsheet should not be able to do so. This needs to work with the 2 lines above so the below table knows which team to remove and add the numbers to

The table below this again I want to be able to manually change but the user should not be able to. I would like this to display the results of the above calculations

I need this for tomorrow afternoon - an immediate start would be grat.
