The site requires creating an account and topping up approximately RMB 20 via WeChat Pay using QR code in website. This will give you 60 'gold coin' credits needed to get the pdf file that costs 40 'gold coin' credits. You'll need to cover this cost.

The download button is obvious, it's the big green labelled button on the middle of the page. You'll need to confirm that you have sucessfully received the pdf and can open it to complete this task.
