Research Project: Queensland Australia Emergency Health Order

I need to know everything about the Queensland Emergency Health Order to try and understand it and how it will affect my business.

I need to know who or what group issue's it. How is it issued? Is it legislation? Is it technically legal? Is it voted on?

What powers does it give the state government of Queensland Australia? Does it have a time limit? Can it be removed? If so how? What are it's limitations?

The more detail the better. The more sources the better.

All these questions need to be answered in this research piece with references to sources. All statements need to be backed up with sources and I'm hoping to see a long list of them.
