I want a fully prepared business PQQ tender document.

We regularly need to make submissions to the government for construction work and have to pull together lots of documents. These can range from environmental policies and organisation charts to employee cv's and company accreditations. I am looking for this all to be automated but to be honest I don't know the best way of doing it. An element of every submission is specific but the vast majority is general company info and often not everything is asked for. I would want everything to have a common branding and be suitable for black and white printing or colour when required. Each section will require its own cover page. We will need a content page and a front cover. The documents are all a mixture of word, excel and PDF. Nothing to complicated. On the past projects section though I would like to be able to insert photographs.

Any IT experts out there that would take on this challenge. We have everything already - the challenge is to structure it, apply a theme and ensure it is editable.
