EASY: security job for 13 computer 1 Admin ID and1 USER ID setup

hi we have 13 desktops filled with specific programs, around 18 programs per machine, and we need 1 additional user account created with lots of restrictions, hte programs are not the same in all the machines. For example, we want the user to only run specific programs, and not allowed to install anything, delete, modify icons, use file explorer or internet explorer, and must be robust that cannot be killed witih ctrl+alt+del. Please submit your proproposals on time for the 13 machines to be completed, and setting up this security. There is a commong program running in all of the machines that controls the access. aThis is in windows 10 pro.

hi i need to know the fixed amount for the whole job, basically what has to be each machine done is the following and certainly expect testing to happen for each machine to make sure it works:

1. certain programs ONLY can be fully executed, and they can allowed to be have system updates automatically.

2. not allow the end user to install anything, with no access to internet explorer is not allow to surf the web and file explorer and modify anything, howeevr, the programs do need go into the web to function, since they are programs like blizzard games

4. also, there is a program that must be always running in the end user that controls access of the machine by time, so that program must run specifically in the end user environment, not in the admins.
