Business Email Database required - please read details first

I am after local business email databases (yes i know all about opt in lists) etc. I have purchased lists before and they have been a waste of money e.g. multiple same company email addresses etc
Ideally manually scraped from internet not using email scrapers such as Atomic email hunter.
