Build my Community Website

A community website in about 450 large cities and towns in the US. I want the main page to just list the states and cities. From the main page you can click the name of the city you want to go into. Each city will have its own page with about 40 categories. I want people to be able to go into each category to post information, and also comment on other people's posts or contact.

I also want a news box on the right side of the page that has tabs for local, state and national news. Below this box I want another box that has tabs for the most recent, most read, and most commented posts that people have listed. On the left side I want an event calendar where people can go in and list current events happening in each particular city.

It is a very basic design and I also have logo, domain name, and hosting company already in place, just need someone to build the site.
