Build an iOS and Android app

I've been let down by the current developer who has built an app but it's not up to a basic level of quality and they are not communicating with me on progress. As such, I've got half of the original budget remaining which I need to use to get an iOS and Android app built to deliver something to the client as a contingency plan.

The app is an engineering sector app that allows users to choose a series of pipes, connectors and various other fittings, add them to a basket and submit that basket for a quote. Data needs to be held locally on the app (which we have in spreadsheet form) and needs to update images and measurements on-screen.

We have visual designs and a simple user journeys to share. I need someone who has an attention to detail, is timely and proactive about communicating and can deliver something to a basic level of quality assurance.

I also need someone based in Europe with a good grasp of the English language. Please only apply if you are EU based.
