Build a Website

I am looking to have a website similar to (gaydar.co.uk)


I will require the following features

- Chat Rooms (Platform not yet chosen)
- Profile Search (online members, commercial members, all members, and obviously location keywords)
- Profile memberships with various privileges (Guest, Member, Commercial Member, Verified Member.
- I would also like some form of events feature implemented so members can pay to create events that are displayed to members within a pre-set geo location.

From the top of my head these are the features required however things may change and minor things added.
