Build A Hotel Group Booking Tender Site

Require creation of a hotel reservation bid site for group bookings. It should have the functionality for customer to enquire about a group booking listing all relevant information
Various hotels are then contacted automatically by the website and the hotels come back with their bid for the booking.
Customer should be able to login and see all bids, (like a comparison site)

Required building in latest ASP.net technology (MVC) I intend to host on cloud server
This is my initial budget; site should be scalable so addition work can be done at a later date.
