Booklet Design (InDesign)

I need an A4 booklet designed. Specifically the front and back covers, and an inside page template, supplied to me as an InDesign file I can just start dropping text into.

The title is:

CREATING AND REGISTERING COMMUNITY, REGIONAL AND CIVIC FLAGS
AN OFFICIAL FLAG INSTITUTE GUIDE

I'm looking for something bright, and fresh, and hopeful, and multicultural. It has to be original and not a rehash of something you've done before. It is aimed at adults but can still be fun. It'd be nice to have something in the design which can be carried forward into other booklets in the same 'Official Flag Institute Guide' series.
