Beverage Inventory Control Database

I'm looking for a beverage inventory control system/database. The system should be online and accessible from a browser. The system needs to do the following:

1. Input and count stock on hand
2. Take new stock delivery and add it to existing stock levels
3. Input requisitions (stock taken from the cellar and given to the restaurant or bar etc) and deduct this from existing stock levels
4. Have the ability to add new stock items when needed
5. Be able to generate Stock On Hand Reports
6. Be able to generate new stock orders based on stock on hand levels.
7. The system should also have the cost price of stock and be able to generate a report of Stock on hand value.

It would be helpful if you've done something similar to this in the past and had an example of your work.

On past projects I have received a lot of bids from website developers telling me they can build my website. This is not a website project.

My budget for this project is pretty limited, please do not bid if you cannot work within the fixed budget amount as any bids over the fixed budget will be automatically declined.
