Bespoke Reporting System and Shopping Basket, working through Wordpress

I have a requirement for a bespoke Reporting Suite and shopping basket system.

We run a number of closed websites within the Wordpress Environment. Our "portals" have either required a single product order which have been handled by contactform7 plugin, or a shopping cart plugin for multiple products. Our requirement has now developed and is not enough to handle our requirements.

We would like one central reporting website that would allow different tiered users to log in, and view only their reports.

The reports would need to call in from a MySQL database where the shopping basket will post information. Each portal, known as a scheme would need to provide reports to different people, using the same master dataset.

Example. The site administrator would need to be able to pull off a report in excel. The Site manager would have a report but not displaying all the details as some data is private to just the site administrator.

In Total there will be 4-5 levels required, which would be variations and parts of the main report.

The reporting system will need us to create users, define their user level, and allow them an area to log in to pull off those reports, ideally in Excel, and PDF.

We would need an option to add new schemes into the reporting suite. So we would need to be able to add some variations/data which should create the table in the database that allows the system to then pull that off to view.

When a new scheme is added, we would need to be able to plug in the shopping element into one of our portals using code generated from the reporting scheme - these should be linked together.

We do not require any integration with any payment providers. There will be no transfer of money.

Requirements for the shopping system.

Users to each wordpress installation will have access to certain products. These can be listed as posts. When a user is interested in purchasing he will need the facility to add to a shopping basket.

At the end, the user will be required to complete his personal details (fields will be provided). His personal details entered here, along with fields from the product(s) selected will need to be merged into a contract that is then emailed to the buyer and the site owner (emails will be provided). The user will be required to digitally sign these contracts before being able to complete the order.

When the order is submitted, it is marked as pending. The data from the order should now be visible to a user in the reporting suite above to mark as approved (trigger an email), shipped (trigger an email), cancelled (trigger an email) or declined (trigger an email).

Ordered products would appear in an online datasheet that allows some of the users to add data into products ordered before a report is generated. Generated reports should be dynamic.

Some products can only be ordered once, so there will need to be a way that when an order is completed by a wordpress authenticated user, they are no longer able to make a new purchase.

There will be multiple wordpress schemes that run, with different users in each system It needs to be possible to plug this in to a new scheme with "blank" data fairly easily once the variables are added to the reporting suite - perhaps as a new table for each installation.

I would prefer someone in the UK, ideally (but not important) close to London/Surrey as it maybe easier to meet to discuss this in detail.

This is not achievable by using existing wordpress plugins alone.

To summarise, I would imagine the shopping cart and reporting would be created in PHP/MYSQL which then runs/can be plugged into a wordpress installation.

Previous experience with shopping carts would be an advantage.

Please confirm timescales to complete. This is required to be completed fairly quickly so if you are not able to commit the time, please do not bid.

I have not set a budget as i am not too sure what this would cost. I would prefer a fixed project price, and please be realistic with your bids.
