Backlinking and optimisation needed

backlinking and optimisation needing doing once my new site is finished. the site will be up to current seo standards but i want it to hit everywhere and everyone. My current site will run along side it as a sister site which is promoted well but the new one needs to get ahead of that one for obvious reasons. i would like someone to optimize it a few hours a month or maybe every fortnight to get it straight to the top and keep it there.
