Automation Construction Planning with CBR

I want to make automation construction planning that can investigate its advantages over traditional expert systems approach, i got problem dealing with the situations when the required input information is incomplete or when the input information is slightly different from the applicable rules in their knowledge base.

And I think the CBR approach is very precise in resolving this problem, please let me know if you are experienced in this field, I will give the details of my problem.
