Asp.net Vb.net web app to scan Exchange Mailboxes

A web based application written in ASP.NET MVC 4 vb.net, which can perform the following

1) Scan a set of Exchange mailboxes (2007/2010/2013/Office 365) from a given list or by fetching a user list from Active directory & get a count of the messages with the message class in any of the folders in the user’s mailbox.
2) This information needs to stored in a simple SQL database
3) I should be able to generate a simple report on this information for each of the selected user is a grid or any responsive manner.
4) Then I should be able to select one or many mailboxes and perform any of the following actions
a) Purge those items via a schedule
b) Move them to folder within the user’s mailbox or export them to a PST
c) Report on the progress with a progress bar against each of the mailboxes selected
d) All this needs to be done with parallel processing without blocking the UI (Can use jquery)
5) The user interface does not need to anything fancy just very basic with fully responsive with Twitter Bootstrap 3
6) This developer needs to perform some basic tests to verify the code sanity

The best bidder, who has some previous experience or examples to showcase their work will win the bid.
