Application Development for our website promoters

One way we get users to join our website is by allowing our pre-registered users to become promoters for us - Paying them every time they get their friends on board.
This has become an admin problem though and we're looking to automate the process.
Below are the requirements we need the application to meet:

Mandatory requirements:
A user registers to become a promoter.
Once registered, they get assigned a unique URL that they’ll send to their friends.
When one of their friends joins the site, he/she must upload their CV & photo in order to count as a signup.
The application pays the promoter into his/her pre-registered account using a payment gateway (I can give you the payment amounts later).
We would need administration rights over all the promoters within the application.


Optional requirements:
The promoter can track how many signups they’ve currently achieved
