App for magazine download

HI

We are looking to have an app created that will do the following:-

Free app to download on Apple and Android
App then allows downloads (and viewing online) of a digital magazine
This magazine will come out every month so people should be sent push notices that the next issue is available to download
They should be able to download any back issues also
Magazine wil be in a pdf so will need a way to upload this
Each magazine issue wil be 16-24 pages only

This is not a big budget job - not looking for anything too extravagant so please bid accordingly.
