Animated website using Flash/Java script

A web site that acts as a portal for employees to post new ideas. The client has locations worldwide and the site will need to support 13 languages including non-European languages such as Chinese, Korean, Japanase and Thai. These languages will be dynamically pulled in from a database.
We have an ASP.net developer in-house who will be developing the database part of the website. He can also create the XML files which enable the database to interact with a Flash site.

All graphic design will be done by our in-house designers. There will be a number of elements to animate.

We have envisaged this site to be built in Flash but are open to suggestions of alternatives as we realise that some users on iPads and iPhones will not be able to view Flash.
