Animated gif/svg

Design details: I need the attached png converted to a animated gif - same size (817 x 344).

Here's what you will need to do:
1) Make to similar style black and white cars.
2) Extend the curb.
3) Create a animated story (non-looping)

Here's the story:
Show the curb area with two cars parked there. Plop-down the "no parking sign." Show the car move out of the curb area. Rush in the "Permit Puller Truck".

Challenges:
A) You must create the two simplified cars that match the exiting style of the artwork.
B) It needs to be cleaver.
C) Keep the file size down. Small!
E) You need to draw/extend the curb.
D) Do not move the curb for its current position
E) Should be fast action. About 5 seconds?
F) No looping.
