Animate a graph using javascrip

I need the attached graph to animate (the bars should be div, using css for colour/shading etc.

the bars should begin at 10px long, and grow to the full width of the containing div (minus padding).

the numbers (tonnes and KW) should grow from 0, starting fast and slowing down before stopping on the amount. (These figures will be added by a cms system so the code should be able to handle any figure).

the animation should only begin when the bars are on screen.
